Hillary Harlan, BSRN, JD, CHC is a seasoned healthcare executive with experience ranging from large hospital system to an academic and research atmosphere, to healthcare management and technology. She offers clients a unique blend of clinical and legal background within a dynamic compliance/regulatory skill set, adding substantive value and guidance to healthcare organizations.

Prior to GlassRatner, Ms. Harlan served as Chief Compliance Officer of Butler Health System, serving Western Pennsylvania and the greater Butler County area. As the Chief Compliance Officer, Ms. Harlan had regulatory oversight for all Butler Health System entities.

Ms. Harlan served as Compliance Officer for McKesson Business Performance Services (BPS), a leader in physician and hospital revenue cycle management, physician electronic health record and practice management system technology, and strategic consulting services. Ms. Harlan led a Compliance team responsible for developing programs administering training, investigating, evaluating and reporting issues, risk assessment, and providing guidance to managers and employees on matters relating to ethics and regulatory compliance (Implementation of OIG 7 Elements, and annual risk Assessment and support of Privacy, Data Security and Records Information Management activities). She was responsible for ensuring effective remediation of non-compliant situations through the re-design of processes and testing of their effectiveness. She served as Lead for the Privacy Program, overseeing the movement of all Privacy and Security issues in tandem with ISRM, Privacy Counsel and the CCO.

Ms. Harlan also served as Chief Compliance & Ethics Officer for MED3000, a healthcare management company. MED3000, Inc. was acquired by McKesson, Inc. in January 2012, and it operated as a healthcare management and technology company providing a wide range of services to physicians including: revenue cycle management, network services, Accountable Care consulting services, EHR product sales and integration as well as front and back-office physician management. She was responsible for oversight and monitoring of the corporate compliance plan. She established compliance standards, policies and procedures to ensure compliance with Federal and state laws, regulations as well as the corporate Code of Conduct. She implemented MED3000's first formal Compliance and Ethics Program, achieving validation by an external auditing body in April, 2010. She developed and implemented the Compliance Operations Committee which was chartered and met quarterly, serving as Chair. She developed and implemented (in coordination with the legal department) the BAA Review and Approval Protocol along with implementation of the MED3000 Privacy and Security Program for Business Associates and Covered Entities. This included the development and implementation of a Privacy and Security Response Team and protocol. She spear-headed the company's encryption initiative which accomplished 100% encryption of desktop and laptop computers by year end, 2010.

Before MED3000, Ms. Harlan served as Director of Compliance and Legal Services for Preferred Care Partners Management Group, LP. Preferred Care Partners Management Group, LP is the operator of 60+ Skilled Nursing Facilities as well as Assisted Living Facilities spanning nine states. In this role, she served as Chairman of the Compliance Oversight Committee. She developed the company's first HIPAA Privacy Program initiative. She worked in tandem with General Counsel by serving as the contract manager, litigation manager and corporate entities manager.

Her scope ranged from forming business entities, maintaining those entities, contract drafting and review, pre-litigation and clinical risk management activities from incident investigation to managing outside counsel. She was responsible for obtaining licensure for our facilities from all state agencies and obtained provider approval from Medicare and Medicaid. She also developed and implemented the company's first Medical Records Request protocol and HIPAA training agenda for the corporate office and all facilities.

Ms. Harlan graduated from Texas Tech University School of Law with a Doctor of Juris Prudence, Texas Tech University Health Science Center with a Bachelor of Science in Nursing and Southern Methodist University with a Bachelor of Arts in English.
